To add lighting effect,
1: create a new black background layer
2: create a new new layer, and select brush, choose colour white, duplicate this layer
3: add gaussian blur to new layer
4: create new layer, choose the colour you want the brush effect to be highlighted in, then choose “color” as your blending mode…
